    Background: The National Assembly in Cairo gave roaring unanimous approval today to the new United Arab Republic and a 17-point provisional constitution for it.

    In Damascus, the constitution was also unanimously approved by the Syrian Parliament, before President Choukri El Kouwatly.

    Egyptian deputies cheered when President Gamal Abdel Nasser was nominated as first President of the Union between Egypt and Syria. Nasser called the union "the sunrise" for Arabs in a 34-minute speech to the Assembly in which he outlined the 17 points of the provisional constitution.

    As he read out each point, it became evident that Nasser will have immense power, once he is elected President. There was certainly no question in anybody's mind that he will be elected in the February 21st plebiscite.

    The executive council for each province - and this is what Egypt and Syria will become under the republic - will be headed by a chairman appointed by the President. The chairman will be assisted by ministers who also will be appointed by the President "with the advice of the chairman."
    In his speech President Nasser confirmed that the republic will have one army, one flag, and "all citizens are equal in rights and duties."
