    Background: INTRODUCTION: Millions of Bangladesh is have had their first experience of a free general vote. They've been taking part in local government elections.

    SYNOPSIS: On Thursday (January 13) they queued to vote for seats in more than 4,350 local administrative councils. Each council is to consist of a Chairman and eleven members, including two women. The local government elections were announced in December, when the national government said it was going ahead with them - despite the indefinite postponement of general elections originally planned for February. When the announcement was made, Bangladeshi ruler General Zia Rahman said the new councils will administer rural development programmes, and will pave the way to the general elections later. The general elections were postponed by President Abu Sadat Mohammed Sayem, who said that polling in February would endanger the country's security and destroy national unity.

    As polling was continuing in the local government elections, reports were circulating that a nightly curfew was being imposed in 61 towns throughout the country. According to a report in a British newspaper, the Sunday Times, thousands of people have been arrested and charged with activities prejudicial to the State. In Dacca, all vehicles are subject to random checks for arms. Several large trees, once the pride of the city, were cut down as a precaution against being used by snipers. Bangladesh has been under material law since August 1975 , when President Sheikh Mujibur Rahman and his family were killed in a military coup.
