    The Security Council of the Untied Nations has approved a resolution calling on Portugal to recognise movements towards independence in its African territories, and to end what the resolution called "acts of repression" against them. M. Louis de Guiringaud of France, defended Portugal, saying it has done civilizing work in the territories, and noted Portugal's recent statements indicating a willingness to hold talks on the problem. The U.S. Delegate, George Bush, said the aim of the resolution was to help instigate negotiations. But, in an apparent reference to the clause referring to acts of repression, Mr. Bush said the United States opposed any language which could lead any party concerned to refuse to negotiate. He said:
