    NAURU, AN EIGHT SQUARE MILE CORAL ISLAND IN THE PACIFIC OCEAN BECAME ONE OF THE WORLD'S SMALLEST INDEPENDENT COUNTRIES LAST WEDNESDAY. IN A CEREMONY, ATTENDED BY THE PRESIDENT OF THE UNITED NATIONS TRUSTEESHIP COUNCIL, MISS ANGIE BROOKS OF LIBERIA, THE AUSTRALIAN ADMINISTRATOR, BRIGADIER LESLIE KING HANDED OVER CONTROL OF THE ISLAND'S FUTURE TO THE EIGHTEEN MAN NAURUAN LEGISLATIVE ASSEMBLY.

    DURING THE PAST 80 YEARS, THE ISLAND AND IT'S PEOPLE HAVE KNOWN THREE DIFFERENT RULERS...GERMANY, BRITAIN AND LASTLY, AUSTRALIA AS ADMINISTRATORS OF A TRUSTEESHIP TERRITORY. BUT NOW, AT THEIR OWN REQUEST, THE 6,000 NAURUANS RULE THEMSELVES.

    THE AUSTRALIAN ADMINISTRATOR, BRIGADIER KING, WHO HAD BEEN ON THE ISLAND SINCE 1966, HAD EXAMINED THREE ALTERNATIVES FOR THE PEOPLE OF NAURU. THE POSSIBILITIES OF THE ISLANDERS LEAVING THE ISLAND FOR ANOTHER OR OF BECOMING AUSTRALIAN CITIZENS WERE BOTH REJECTED AND THE DECISION TO HAND OVER CONTROL OF THE ISLAND TO THE NAURUANS WAS MADE. THE PEOPLE AGREED TO BUY THE ISLAND'S PHOSPHATE DEPOSITS, THE MAINSTAY OF NAURU'S ECONOMY, FOR 20 MILLION DOLLARS AND TO MAKE THEIR OWN NATION ON THE TINY ISLAND OF NAURU. AT PRESENT, THE PHOSPHATE WORKINGS ARE OWNED BY THE BRITISH PHOSPHATE COMMISSION. THE PHOSPHATE PROVIDES WORK FOR MOST OF THE ISLANDERS AND, WHEN THE PURCHASE IS COMPLETE, THE ROYALTIES WILL BE SHARED BY ALL NAURUANS.

    THE LEGISLATIVE ASSEMBLY BUILDING WAS THE CENTRE FOR THE INDEPENDENCE CEREMONIES. THE 18 MAN ASSEMBLY, WHICH IS FULLY ELECTED, HELD IT'S FIRST SITTING ON THE FIRST DAY OF INDEPENDENCE AND THE FORMER HEAD CHIEF, HAMMER DE ROBURT, WAS ELECTED CHAIRMAN OF THE ISLAND'S COUNCIL STATE.

    THE ACTUAL PROCLAMATION OF INDEPENDENCE TOOK PLACE OUTSIDE THE BUILDING, ON THE EDGE OF THE AIRSTRIP. MOST OF THE 6,000 INHABITANTS GATHERED TO WATCH THE OFFICIAL CEREMONIES. BRIGADIER KING READ THE PROCLAMATION, SETTING UP THE TINY REPUBLIC, AND THE NEW CHAIRMAN, HAMMER DE ROBURT, RAISED NAURU'S FLAG FOR THE FIRST TIME. THE BLUE AND GOLD FLAG BEARS A TWELVE-POINTED STAR, REPRESENTING THE ISLAND'S TWELVE TRIBES.

    THE CONSTITUTION HAS NOT YET BEEN COMPLETED AND, UNTIL THEN, THE COUNCIL OF THE STATE, UNDER MR DE ROBURT, WILL GOVERN THE ISLAND.

    THE FOLLOWING DAY, THURSDAY, BRIGADIER KING LEFT THE ISLAND. A POLICE GUARD OF HONOUR AND MANY OF THE ISLANDERS TURNED OUT TO SAY GOODBYE TO THE LAST ADMINISTRATOR. THE BRIGADIER INSPECTED THE GUARD OF HONOUR AND THEN, WITH HIS WIFE, BOARDED THE PLANE WHICH TOOK HIM BACK TO AUSTRALIA. WITH HIS LEAVING, NAURU ENTERED A NEW ERA...AS A TOTALLY INDEPENDENT NATION, CONTROLLING IT'S OWN FUTURE.
