    President Anwar Sadat of the United Arab Republic and President Nikolai Podgorny of the Soviet Union met at the Qubba Palace in Cairo on Monday for a final round of talks on the Middle East crisis. Later the Soviet leader flew home after a joint communique had called for complete Israeli withdrawal from all occupied Arab territories.

    President Podgorny was making a five-day visit to the United Arab Republic for ceremonies marking the completion of the Aswan High Dam, which the Soviet Union has helped to finance.

    The communique on the talks reaffirmed the Soviet Union's support for the Egyptian people in the struggle against Israel and for the liberation of all occupied Arab territories. President Podgorny counselled diplomacy and patience on the issue but attacked the United States for its role.

    During his visit he made a new offer of aid to help the United Arab Republic take power from the Aswan dam to some 5,000 villages still without electricity.
