    The new union, the first constitutional link-up in the Arab world since the failure of the Egyptian-Syrian union in 1961, has taken a "hard" line in peace negotiations with Israel - - it says there won't be any.

    It was signed by the three heads of state -- Anwar Sadat of Egypt, Muammar El-Gadaffi of Libya and Hafez Al-Assad of Syria -- who will decide by vote which of them is to be President of the Union. the Union, which brings together 43 million people, will have a common flag and national anthem; a common foreign policy; a Federal court, and intensive military co-operation.

    SYNOPSIS: Egypt, Syria and Libya united under one flag and one President in an agreement signed in Benghazi, Libya, in the early hours of Saturday (April 17) morning.

    It was almost immediately declared that the new Union would not negotiate peace with Israel. Here, Libyan leader Muammar El-Gadaffi confers with other delegates before the unity ceremony. Anwar Sadat of Egypt and Hafez Al-Assad of Syria were the other two leaders who signed the agreement.

    The Union which brings together 43 million people, provides for a common flag and national anthem, a Federal Court, a common foreign policy, and intensive military co-operation. A referendum will be held in each country in September to confirm the decision, but a news agency says the Union is already welcomed as a popular move.

    The public announcement of the Union was later made in all three countries simultaneously. President Sadat broadcast his announcement from the Presidential Quebba Palace in Cain and said and occupied by the Israel is during the 1967 war would have to be restored to Arab rule.
