    The French Foreign Minister Louis de Guiringaud has abruptly cut short his official visit to Tanzania and has flown back to Paris, following a noisy demonstration at his arrival on Thursday (18 August). Mr. de Guiringaud left the following day on Friday (19 August).

    SYNOPSIS: Tanzania was the last stop in a tour of four African countries, for the French Foreign Minister. Stepping off the plane, Mr. de Guiringaud immediately became the target of a noisy demonstration. 200 students shouted slogans against French arms sales to South Africa and sang African freedom songs as he made his way across the tarmac. Visibly angry....Mr. de Guiringaud told Tanzanian Foreign Minister Benjamin Mkapa, who was at the airport to meet him, that if the demonstration didn't stop, he would terminate his visit immediately. The heated exchange between the two men took place in the presence of reporters in the airport lounge.

    After ten minutes of argument Mr. de Guiringaud agreed to drive into Dar es Salaam, but he later failed to show up for a scheduled meeting with Mr. Mkapa. Instead he sent an aide who demanded an apology from the Tanzanian government. When this was refused, the visit was immediately cancelled. Mr. de Guiringaud's tour was aimed at increasing French influence in Africa.
