    At the United Nations on Thursday (16 February) talks aimed at settling the Namibia independence dispute continued with the leader of the guerrilla group SWAPO, Mr. Sam Nujoma confirming they were no longer asking for South African troops to withdraw before elections take place. This is seen by observers as a sign of progress though the problem of how many troops there should be still remains unsolved. Both sides, SWAPO and the sough Africans also disagree as to who should control the deep water port of Walvis Bay. Before going on to meet Mr. Kurt Waldheim the United Nations Secretary-General, Mr. Nujomo spoke to reporters about the talks, He referred at first to another area of disagreement, the proposed relationship between the South African Administrator General and a special U.N. representative.
