    HERR WILLY BRANDT, MAYOR OF WEST BERLIN, WAS TODAY (SUNDAY) ELECTED CHAIRMAN OF THE WEST GERMAN SOCIAL DEMOCRATIC PARTY AND OPPOSITION CANDIDATE FOR THE FEDERAL CHANCELLERY IN THE 1955 ELECTIONS.

    A SPECIAL PARTY CONGRESS TODAY AT BAD GODESBERG ELECTED HIM PARTY CHAIRMAN BY 320 VOTES TO NINE AND CANDIDATE FOR THE CHANCELLERY BY 323 VOTES TO FIVE.

    HERR BRANDT, WHO IS 50, WAS THE PARTY'S CANDIDATE IN THE UNSUCCESSFUL 1961 ELECTION CAMPAIGN AGAINST DR KONRAD ADENAUER.

    HERR HERBERT WEHNER AND HERR FRITZ ERLER WERE ELECTED DEPUTY CHAIRMEN OF THE PARTY. HERR BRANDT AND HERR WEHNER, THE PARTY'S CHIEF TACTICIAN, HAD BEEN THE DEPUTY CHAIRMAN UNDER HERR ERICH OLLENHAUER, THE PARTY LEADER WHO DIED LAST DECEMBER.

    THE SOCIAL DEMOCRATS FORM THE OPPOSITION IN THE FEDERAL PARLIAMENT TO PROFESSOR LUDWIG ERHARD'S COALITION OF CHRISTIAN AND FREE DEMOCRATS. BUT THEY ARE THE GOVERNING PARTY IN FIVE OF THE 11 WEST GERMAN STATES.

    IN HIS FIRST SPEECH AS CHAIRMAN, HERR BRANDT PLEDGED SUPPORT FOR WESTERN UNITY AND SAID THE SPIRIT OF WEST EUROPEAN CO-OPERATION SHOULD ALSO BE APPLIED TO BUILDING FRIENDSHIP BETWEEN THE GERMANS AND SLAVS AND IN THE DANUBE BASIN.

    HERR BRANDT HAS BEEN A VICE-CHAIRMAN OF THE SOCIAL DEMOCRATS FOR SEVERAL YEARS. WITH HIS ELECTION AS CHAIRMAN, HITHERTO A FULL-TIME JOB HELD BY THE LATE ERICH OLLENHAUER, HERR BRANDT WILL BE THE OFFICIAL LEADER OF THE OPPOSITION ALTHOUGH HE CANNOT SPEAK IN PARLIAMENT, SINCE HE IS HEAD OF ONE OF THE WEST GERMAN PROVINCES, BUT NOT NOW A MEMBER OF THE FEDERAL BUNDESTAG (LOWER HOUSE).

    HERR BRANDT, A CHURCH-GOING PROTESTANT, WAS BORN IN LUEBECK IN 1913. HE EMIGRATED TO NORWAY AND LATER TO SWEDEN WHEN THE NAZIS RULED IN GERMANY. HE WORKED AS A JOURNALISTS, AND FIRST RETURNED TO GERMANY TO REPORT FOR A SCANDINAVIAN NEWSPAPER ON THE NUREMBERG WAR CRIMES TRIAL.

    BY 1948 HE WAS EDITOR OF A SOCIAL DEMOCRATIC NEWSPAPER IN BERLIN AND A YEAR LATER HE BECAME A MEMBER OF THE BUNDESTAG (LOWER HOUSE). HE HEADED THE WEST BERLIN CITY PARLIAMENT AS CHAIRMAN (SPEAKER) BEFORE HIS ELECTION AS GOVERNING MAYOR IN 1957.
