I DID THIS AFTER TALKING TO THE NIGERIAN GOVERNMENT, BECAUSE I THOUGHT IT WOULD BE USEFUL FOR ME TO HEAR AT FIRST HAND HIS ACCOUNT OF HIS POSITION, AND TO PUT CERTAIN QUESTIONS TO HIM. I LOOK FORWARD TO DISCUSSING THESE MATTERS WITH YOUR IMPERIAL MAJESTY, A GREAT AFRICAN STATESMAN, HELD IN HIGH ESTEEM NOT ONLY IN MY OWN COUNTRY, BUT ALL OVER THE WORLD FOR WISDOM, COURAGE AND STATESMANSHIP.

    Background: THE BRITISH PRIME MINISTER, MR WILSON, RETURNED TO LONDON THIS MORNING (WEDNESDAY) FROM ADDIS ABABA. HE'S EXPECTED TO MAKE A STATEMENT TO THE HOUSE OF COMMONS ABOUT HIS TALKS IN NIGERIA AND ETHIOPIA THIS AFTERNOON.

    MR WILSON FLEW TO ETHIOPIA ON SUNDAY (MARCH 30TH) AT THE INVITATION OF THE EMPEROR HAILE SELASSIE. THE EMPEROR IS CHAIRMAN OF THE CONSULTATIVE COMMITTEE ON NIGERIA SET UP BY THE ORGANISATION OF AFRICAN UNITY.

    BEFORE LEAVING NIGERIA, MR WILSON HAD TALKS WITH THE FEDERAL NIGERIAN LEADER, MAJOR-GENERAL GOWON, AND VISITED SOME OF THE WAR-RAVAGED AREAS OF THE COUNTRY. HIS INVITATION TO THE HEAD OF STATE OF THE BREAKAWAY EASTERN NIGERIAN STATE OF BIAFRA, LIEUTENANT COLONEL OJUKWU TO MEET HIM FOR TALKS MET WITH A FLAT REFUSAL. MR WILSON HAD SUGGESTED NINE DIFFERENT MEETING PLACES IN WEST AFRICA, BUT HAD RULED OUT THE POSSIBILITY OF A MEETING IN BIAFRA. RADIO BIAFRA SAID YESTERDAY (TUESDAY) THAT AS BIAFRA WAS BESIEGED BY FEDERAL FORCES, IT WAS EASIER FOR MR. WILSON TO FLY IN THAN FOR COLONEL OJUKWU TO FLY FOR TALKS. IN LONDON, THE BRITISH GOVERNMENT RE-ITERATED THAT MR WILSON WAS STILL ANXIOUS TO MEET THE BIAFRAN LEADER.

    IN ADDIS ABABA, MR WILSON REFERRED TO HIS OFFER TO TALK WITH COLONEL OJUKWU.
