    Although many foreign nationals have been leaving the beleaguered city of Phnom Penh in recent weeks, the largest international relief organisation-Catholic Relief Services (CRS)-is still operating in the Khmer Republic.

    The charity organisation, largely financed by the United States government, continues to run its numerous food distribution centres in the Khmer Republic.

    In Phnom Penh, the CRS, with its staff of over 300 Khmers, operates an open kitchen where rice is cooked fro the poor and needy.

    Because the Catholic Relief Services is financed by the United States government, the insurgent's government, GRUNK (Government Royal de l'Union Nationale Khmer) have labelled it as unacceptable to them as a genuine non-aligned humanitarian organisation.

    Earlier this week, in the face of the deteriorating military situation in the Khmer Republic, five of its staff left Phnom Penh after the U.S. Embassy ordered the organisation to cut back its non-Cambodian staff.

    Another 14 were to have left for Saigon on Wednesday (19 March), but their evacuation has been cancelled after the U.S. Embassy decided to withdraw its order, apparently due to press criticisms, particularly in the U.S., of the evacuation.

    The CRS distributes its rice and provide medical treatment to about a million people in the Khmer Republic. Under the supervision of 40 foreign staff, it's relief workers distribute food to hospitals such as the Soviet-Khmer Hospital, the largest hospital in the Khmer capital with over 1,500 patients.
