    TRANSCRIPT: SEQ. 3: FERNANDES: "Our government is happy to host this conference. We took office just about ten days back and there were -- there were kind of oppositions as to whether we would be able to go ahead with this conference. We are happy that it has been possible for us to organise this conference, to held onto its original schedule and to be able to welcome all of you here. We are looking forward to the discussions that we shall be having, both on the political and economic questions that bother the non-aligned nations."



    ADDITIONAL INFORMATION:



    According to Indian sources the conference is expected to set a time-table for implementing the action programme on economic co-operation adopted at the non-aligned summit conference in Colombo, Sri Lanka last August. This programme included proposals to establish primary producer associations, create a fund for financing buffer stocks and to found a commercial merchant bank of Asia, Africa and Latin America.. The meeting in Delhi is expected to be attended by at least 17 Foreign Ministers. The non-aligned Bureau is made up of Algeria, Angola, Botswana, Chad, Guinea, Liberia, Niger, Nigeria, Sudan, Tanzania, Zaire, Zambia, India, Indonesia, Iraq, Palestine Liberation Organisation, Sri Lanka, Syria, Vietnam, Cuba, Guyana, Jamaica, Peru and Yugoslavia. Bangladesh and Afghanistan will alternate on the Bureau for 18 months each.

    Background: INTRODUCTION: In India delegates to the Conference of the 25-member Co-ordinating Bureau of non-aligned countries have been arriving in New Delhi. This is the first international conference to be staged by India Prime Minister Morarji Desai's newly-elected government and follows his emphatic statements that Indira will pursue a policy of what he calls 'proper non-alignment". Observers in Delhi interpret this as indicating a drift away from India's recent close links with the Soviet Union.

    SYNOPSIS: India's Minister of Communications, Mr George Fernandes greeted some of the delegates to the conference on Tuesday (5 April). Among them were Liberian Foreign Minister Cecil C. Dennis and Tanzania's Junior Foreign Minister Mr Foum.

    Another visitor was Tunisian delegation leader Mr Sahban. Economic co-operation between third world countries and the southern African political situation are expected to be major topics during the conference, which, Mr Fernandes explained, almost ran into difficulties.
