    THE UNITED NATIONS SECURITY COUNCIL LAST NIGHT (OCTOBER 25) UNANIMOUSLY CONDEMNED VIOLATIONS OF THE MIDDLE EAST CEASE-FIRE AS BOTH THE UNITED STATES AND THE SOVIET UNION RENEWED APPEALS FOR A POLITICAL SETTLEMENT IN THE AREA.

    THE COUNCIL ACTED ON A RESOLUTION PROPOSED BY ITS PRESIDENT, MR. SENJIN TSUROUKA OF JAPAN, WHICH CONDEMNED THE VIOLATION OF THE CEASE-FIRE BETWEEN ISRAEL AND EGYPT AND DEMANDED AN IMMEDIATE CEASE-FIRE. ISRAEL AND EGYPT HAD EXCHANGED CHARGES OF AGGRESSION ARISING OUT OF SATURDAY'S SINKING BY EGYPTIAN MISSILES OF THE ISRAELI DESTROYER, ELATH, AND TUESDAY'S (OCT. 24TH) ISRAELI SHELLING OF EGYPTIAN OIL INSTALLATIONS AT PORT SUEZ.

    THE SOVIET AMBASSADOR TO THE UNITED NATIONS, MR. FEDORENKO, CLAIMED THAT ISRAEL HAD VIOLATED THE CEASE-FIRE. HE SAID THAT THE SECURITY COUNCIL WAS DUTY BOUNDS TO SEEK AN IMMEDIATE POLITICAL SETTLEMENT OF THE MIDDLE EAST SITUATION. HE STATED THAT CONSULTATIONS MUST BE SPEEDED UP TO WORK OUT A DECISION LEADING TO A SETTLEMENT AND PEACE.

    THE UNITED STATES REPRESENTATIVE, MR. ARTHUR GOLDBERG, SAID THAT THE COUNCIL HAD ACTED WITH WISDOM AND VIGOUR IN CONDEMNING ALL CEASE-FIRE VIOLATIONS. BUT, HE SAID, WHAT THE MIDDLE EAST NEEDED WAS NEW STEPS TOWARDS A PERMANENT AND JUST PEACE. MR. GOLDBERG SAID THAT THE UNITED STATES JOINED IN THE DEMANDS THAT THE INCIDENTS WHICH GAVE RISE TO THE COUNCIL'S LATEST MEETINGS WOULD NOT BE REPEATED.
