    THE UNITED STATES AND THE SOVIET UNION MEET IN VIENNA ON THURSDAY (APRIL 16) TO OPEN THE SECOND STAGE OF TALKS AIMED AT CURBING THE NUCLEAR ARMS BUILD-UP.

    IF THE TALKS ARE SUCCESSFUL, THEY COULD LEAD TO THE FIRST AGREEMENT ON A CUTBACK OF MISSILES BETWEEN THE TWO NATIONS SINCE THE NUCLEAR AGE BEGAN.

    THE STRATEGIC ARMS LIMITATION TALKS (SALT) ACHIEVED AGREEMENT ON A WORK PROGRAMME DURING FIVE WEEKS OF PRELIMINARY DISCUSSION IN HELSINKI, FINLAND, LATE LAST YEAR. WITH THIS MUCH ACCOMPLISHED, THE UNITED STATES AND THE SOVIET UNION ARE NOW TO EMBARK ON SUBSTANTIVE NEGOTIATIONS WHICH COULD LEAD TO DE-ESCALATION OF THE ARMS RACE.

    THE SALT TALKS WILL BE HELD IN TOTAL SECRECY SINCE THEY INVOLVE VITAL ASPECTS OF AMERICAN AND SOVIET NATIONAL SECURITY. THE NEGOTIATIONS WILL TAKE PLACE ALTERNATELY IN THE UNITED STATES AND SOVIET EMBASSIES IN VIENNA, WHICH ARE A MILE AND HALF (THREE KM) APART. THE FORMAL OPENING -- ATTENDED BY HIGH ARE AUSTRIAN GOVERNMENT OFFICIALS -- WILL TAKE PLACE IN THE MARMORSAAL (MARBLE HALL) OF THE BELVEDERE PALACE IN EASTERN VIENNA. IN THIS ROOM THE AUSTRIAN STATE TREATY OF 1955 WAS SIGNED BY THE FOREIGN MINISTERS OF THE UNITED STATES, THE SOVIET UNION, GREAT BRITAIN, AND FRANCE, AND LED TO THE EVACUATION OF THESE COUNTRIES' TROOPS FROM AUSTRIA.

    TALKS BETWEEN THE TWO COUNTRIES ARE EXPECTED TO CONTINUE IN VIENNA FOR ABOUT THREE MONTHS, FOLLOWED BY A PAUSE AROUND MID-JULY. THEY WILL THEN BE TRANSFERRED BACK TO HELSINKI IN SEPTEMBER FOR A FURTHER ROUND OF ABOUT THREE MONTHS DURATION.
