Background: Local dignitaries and members of the diplomatic corps were guests of King Hassan in Rabat on Friday (3 March) at a reception marking the 12th anniversary of the King's accession.

The reception came in the midst of a new political upheaval in Morocco following the adoption by referendum of a new constitution.

In a speech marking the anniversary of his accession, King Hassan announced that a transitional government would be formed shortly in Morocco to organise elections.

The King says the transitional government will be composed of "a majority of technicians" capable of ensuring the proper conduct of state affairs.

King Hassan says he'll choose personalities known for their probity, patriotism, nationalism and experience.
