BUT THIS FIGURE'S NOT IN THE WHITE PAPER, NOR ANY OTHER FIGURE. WELL WHY IT ISN'T IN THE WHITE PAPER YOU HAVE A RIGHT TO KNOW. AND NOW TAKE OUR SECOND TEST, THE COMMONWEALTH SUGAR AGREEMENT. I'VE STILL HAD NO REPLY IN PARLIAMENT. THERE'S NONE IN THE WHITE PAPER TO THE QUESTION THAT I ASKED, OTHERS ASKED, THEY'VE ALL ASKED. ABOUT LONG TERM GUARANTEES FOR COMMONWEALTH SUGAR. NOW HAVE THE GOVERNMENT GOT AN AGREEMENT EITHER THAT THE COMMON MARKET WILL TAKE ON THESE COMMITMENTS, OR THAT IF THEY FAIL TO DO THAT, THAT BRITAIN WILL BE FREE TO CONTINUE THE COMMONWEALTH SUGAR AGREEMENT. AND NOW OUR THIRD TEST, NEW ZEALAND. AGAIN THE GOVERNMENT HAS GIVEN NO ANSWER TO MEMBERS OF PARLIAMENT OF BOTH MAJOR PARTIES ABOUT LONG TERM GUARANTEES AFTER THE FIRST FIVE YEARS RUN DOWN OF NEW ZEALAND'S FOOD EXPORTS TO BRITAIN. THE WHITE PAPER IS SILENT. MR. HEATH SAID NOTHING ON THIS LAST NIGHT. PRESIDENT POMPIDOU IS MORE FRANK AND DIRECT WHEN HE TALKS TO THE FRENCH PEOPLE ABOUT NEW ZEALAND. AND MR. RIPPON MUST NOW EXPLAIN HIS DEAL MORE FULLY DURING THE DEBATE IN PARLIAMENT. ON ALL THAT I HAVE HEAD AND HEARD SO FAR WHAT HE HAS BROUGHT HOME ON NEW ZEALAND BEARS NO RELATION TO THE TERMS THAT I MADE CLEAR TO EVERYBODY CONCERNED THAT WE SHOULD REQUIRE.
