    AS IN MOST PARTS OF THE WORLD, THE PROBLEM OF GARBAGE DISPOSAL HAS BEEN A MAJOR CONCERN OF JAPANESE COMPANIES FOR SEVERAL YEAR. NOW THEY APPEAR TO HAVE FOUND NOT ONLY A PRACTICAL SYSTEM OF DISPOSAL, BUT ALSO A PRACTICAL USE OF THE GARBAGE ITSELF; BY BALING IT INTO CHICKEN WIRE AND ASPHALT IT CAN BE USED TO BUILD ROADS OR RETAINING WALLS.

    THE SYSTEM WAS DEVELOPED BY A COMPANY IN YOKOSUKA, ABOUT 50 MILES (80 KMS) SOUTH OF TOKYO. THE BASIC PRINCIPLE IS SIMPLE -- COMPRESSION. FIRST OF ALL, CHICKEN WIRE IS PUT THROUGH A PRESS AND SHAPED. THEN, AT VERY HIGH PRESSURE, THE GARBAGE IS PUSHED INTO THE WIRE FORMS. THIS SAME INTENSE PRESSURE CUTS OFF THE OXYGEN, KILLING ANY BACTERIA AND STOPPING ALL DECOMPOSITION.

    WHEN THE "BALES" OF GARBAGE AND WIRE COME OUT OF THE COMPRESSOR THEY ARE AS HARD AND DRY AS ROCK. THEY ARE THEN PUT THROUGH THE FINAL PROCESS OF DIPPING IN HOT ASPHALT TO GET A PROTECTIVE COATING.

    THE USES OF THESE BLOCKS COULD BE ALMOST UNLIMITED. IN YOKOSUKA, THEY HAVE SO FAR BEEN TESTED IN MAKING A LEVEL, DRY AREA FOR A CHILDREN'S PLAYGROUND AND FOR BUILDING A RETAINING WALL ALONG ONE OF THE ADJOINING HILLSIDES.

    THE BLOCKS, AFTER BEING LAID FOUR LAYERS DEEP, ARE FINALLY COVERED WITH ANOTHER LAYER OF ASPHALT OR CEMENT TO SEAL ALL JOININGS OR CRACKS.
