    A year after the East and West German governments signed the treaty regularising their relationships, there is little evidence of any relaxation in the East Germans border security.

    In fact, at several places, the border is being strengthened. The town of Schnackenburg lies on the Elbe River, just on the border. Until recently the river served as a natural barrier to East Germans who wanted to cross over, but in recent weeks a high fence has also been erected.

    For those who dare to cross illegally, the penalty is still death. Last month a fleeing East German guard was shot at Checkpoint Charlie in Berlin.

    He is the thirteenth East German soldier reported to have been shot trying to cross to the West since the Berlin wall was built in 1961.
