THE SOVIET GOVERNMENT IS READY TO AGREE TO THE USE OF TROOP CONTINGENTS OF NEUTRAL STATES OR UNITED NATIONS TROOPS AS GUARANTORS OF THE STATUS OF THE FREE CITY. IN BRIEF, WE SAY: ACCEPT THE PROPOSALS ON THE MOST EFFECTIVE GUARANTEES FOR THAT CITY THAT CAN BE FOUND IN PRESENT DAY INTERNATIONAL PRACTICE. DO NOT ALL THESE PROPOSALS OF OURS ASSURE THE OBSERVANCE OF THE LEGITIMATE INTERESTS OF THE WESTERN POWERS? DO THEY NOT PROVIDE A WAY OUT OF THE SITUATION FOR THOSE WHO SEEK THAT WAY OUT, FOR THOSE WHO REALLY DESIRE TO SOLVE THE ISSUE OF A PEACE TREATY BY NEGOTIATIONS, READINESS FOR WHICH HAS MENTIONED BY THE UNITED STATES PRESIDENT YESTERDAY. THE NEED FOR PROMPT AGREEMENT OF DISARMAMENT WOULD NOT BE FULLY OUTLINED WITHOUT MENTIONING THE QUESTION OF THE CESSATION OF NUCLEAR WEAPONS TESTS. THIS IS ALL THE MORE NECESSARY BECAUSE ATTEMPTS HAVE BEEN MADE OF LATE IN CONNECTION WITH THE DECISION OF THE SOVIET GOVERNMENT TO CARRY OUT EXPERIMENTAL NUCLEAR EXPLOSIONS IN THE USSR, TO DISTORT THE ACTUAL SITUATION AND CIRCUMVENT THE PRACTICABLE WAY TO SOLVE THIS QUESTION. NO SMALL NUMBER OF WESTERN LEADERS HAVE LATELY MADE STATEMENTS ON THIS MATTER. BUT THEIR STATEMENTS SHOOT WIDE OF THE MARK, SINCE THEY DODGE THE CRUX OF THE ISSUE. THEY ARE REPLETE WITH DEMAGOGY, BUT DO NOT CONTAIN A TRUTHFUL APPRAISAL OF THE SITUATION AND OF THOSE REASONS WHICH CAUSED THE SOVIET UNION TO TAKE THAT POSITION. THE SOVIET GOVERNMENT CLEARLY STATED THAT IT TOOK THIS STEP WITH A BITTER SEDIMENT IN ITS SOUL. IT DID SO IN THE FACE OF SOMBRE FACTS, IN REPLY TO OUTRIGHT THREATS ON THE PART OF THE UNITED STATES AND ITS ALLIES IN THE NATO MILITARY BLOC TO USE FORCE IF A GERMAN PEACE TREATY IS SIGNED. IN THE FACE OF THE EXTENSIVE MILITARY PREPARATIONS OF THE WESTERN POWERS AIMED AGAINST OUR COUNTRY AND THE O
    THER SOCIALIST COUNTRIES THE GOVERNMENT OF THE USSR HAS NO OPTION BUT TAKE STEPS TO STRENGTHEN THE DEFENSIVE CAPABILITY OF THE SOVIET UNION."

    Background: ANDREI A. GROMYKO, MINISTER OF FOREIGN AFFAIRS OF THE USSR, ADDRESSED THE UNITED NATIONS GENERAL ASSEMBLY, TUESDAY, 26 SEPTEMBER.

    IN HIS OPENING STATEMENT MR. GROMYKO PRAISED THE ASPIRATIONS OF THE U.N. CHARTER AND WELCOMED THE FACT THAT THERE WERE SO MANY NEW MEMBER NATIONS SINCE THE U.N. WAS FOUNDED IN 1945. BUT HE REGRETTED THAT THE CURRENT SESSION GATHERED IN AN ATMOSPHERE MORE TROUBLED THAN ANY WHICH HAD PRECEDED IT. HE BLAMED THE EXISTENCE OF NATO FOR HEIGHTENING INTERNATIONAL TENSION AND FELT THAT THE UNITED NATIONS HAD FAILED TO CURB THE WESTERN POWERS IN THEIR AGGRESSIVE POLICIES AND HAD FAILED TO ELIMINATE THE COLONIAL SYSTEM.

    MR. GROMYKO CALLED FOR A GERMAN PEACE TREATY AND BLAMED THE SITUATION IN BERLIN ON THE ABSENCE OF SUCH A TREATY. HE SAID THAT RUSSIA WOULD BE WILLING TO SIGN A TREATY EITHER WITH A UNITED GERMANY OR A SEPARATE TREATY WITH BOTH EAST AND WEST GERMANY. HE PROPOSED THAT BERLIN BE MADE A "FREE CITY" GUARANTEED BY THE U.N. ON DISARMAMENT, THE RUSSIAN TURNED DOWN PRESIDENT KENNEDY'S PROPOSAL FOR AN IMMEDIATE TREATY TO END TESTING OF NUCLEAR WEAPONS. HE SAID THAT THE ONLY SOLUTION IS THE ONE PROPOSED BY THE SOVIET UNION. "THIS IS TO AGREE ON QUESTIONS OF GENERAL AND COMPLETE DISARMAMENT," HE SAID, "SUCH AGREEMENT WOULD MEAN THE SOLUTION OF THE QUESTION OF A NUCLEAR TEST CESSATION AS WELL."
    ON THE CONGO, HE SAID "WE SHOULD NOT LIKE TO BECOME WITNESSES OF A NEW COLONIALIST SPECTACLE COVERING UP AN IMPERIALIST DEAL TO SPLIT UP THE WEALTH OF KATANGA.

    MR. GROMYKO STOOD FIRM ON THE SOVIET UNION'S DEMAND FOR A THREE-MAN COMMITTEE TO FILL THE VACANCY CAUSED BY THE DEATH OF SECRETARY-GENERAL DAG HAMMARSKJOELD. HE ALSO PRESSED FOR THE ADMISSION OF THE REPUBLIC OF CHINA TO THE UNITED NATIONS. HE ALSO REPEATED SOVIET INTENTIONS OF INTERVENING IN CUBA IF THE UNITED STATES THREATENED THAT COUNTRY.
