    Government officials from India, Pakistan and Bangladesh have met for the first time in New Delhi to try to solve problems between the three countries left over from the 1971 Bangladesh separation war.

    One of the main problems facing the foreign ministers of the three countries was to decide the future of 195 Prisoners of War held in India for more than two years. The question of the prisoners is basic to the aim of the discussions -- the normalisation of relations on the Indian sub-continent.

    Indian Foreign Minister Swaran Singh, Pakistan's Aziz Ahmed and Dr. Kamal Hossain of Bangladesh were also to review progress in carrying out the Delhi agreement of last August, which provided a three-way exchange of more than a quarter of a million people among the countries.

    The Bangladesh delegation, led by Foreign Minister Hossain, was the first to arrive in India for the talks on Wednesday. Dr. Hossain was later to meet India Prime Minister Mrs. Indira Gandhi.

    The following day the Pakistani delegation arrived in New Delhi, and the Tripartite talks began on Friday. According to officials the talks began in a friendly atmosphere, despite the sensitiveness of the refugee and prisoner of war issues among the three countries.

    Speaking before the first of the official meetings, Pakistani Foreign Minister and Minister for Defence Aziz Ahmed described the issue of the prisoners as the last obstacle to the progressive normalisation of relations between Pakistan, India and Bangladesh. India's Foreign Minister Swaran Singh said the meetings had begun on a good and hopeful note.
