    The French Government, faced with a mounting national bill for fuel, is examining ways of reducing the country's energy spending.

    SYNOPSIS: Fuel costs have soared recently in France, partly due to the falling value of the france which has raised the price of imported oil. One measure the Government is expected to introduce is stricter controls on speed limits for cars and lorrys. Motor manufacturers may also be forced to fit fuel economy systems to all new cars. The Government is also said to be examining the introduction of higher prices for petrol and oil, including diesel oil for central heating, in an effort to cut consumption.

    Another possible measure it is studying is the provision of higher grants to adopt fuel-saving measures such as double glazing and cavity wall filling. The amount of heating fuel delivered to homes could then be kept at last winter's levels.

    Paris police have revived a neglected by-law passed at the height of the oil crisis. This restricts the use of lighting after working hours. More than 50 summonses have been issued on charges of wasting fuel.

    The Government has also been running a series of advertisements encouraging people to cut down their fuel usage, particularly energy losses caused by inefficient insulation in houses. While the falling value of the franc has contributed to the fuel crisis, the current drought in Europe has also been blamed. the lack of rain has robbed France of much of its cheap and usually abundant hydro-electric power. Huge supplies of fuel have had to be imported to replace this lost power.

    The call for an oil embargo on France made at the Non-Aligned Nations summit in Sri Lanka has heightened the crisis. It followed French agreement to supply South Africa with nuclear technology.
