    A RECORD 68,000,000 PEOPLE ARE EXPECTED TO GO TO THE POLLS THROUGHOUT JAPAN ON SUNDAY TO ELECT 126 MEMBERS OF THE HOUSE OF COUNCILLORS, JAPAN'S UPPER HOUSE. ONE OF THE MAIN ISSUED OF THE ELECTION IS THE SECURITY TREATY WITH THE UNITED STATES, WHICH THE GOVERNING LIBERAL DEMOCRATIC PARTY WANTS RETAINED AS IT IS IN THE FACE OF OPPOSITION FROM THE OTHER PARTIES.

    INTEREST IN SECURITY AND DEFENCE ISSUES HAVE BEEN INTENSIFIED BY A SERIES OF DOMESTIC AND INTERNATIONAL DEVELOPMENTS THIS YEAR. JAPANESE LEFTISTS STRONGLY DISAPPROVE OF BOTH THE VIETNAM WAR AND THE VISIT OF AMERICAN WARSHIPS, INVOLVED IN THE WAR, TO JAPANESE PORTS UNDER THE AUSPICES OF THE SECURITY AGREEMENT. THOSE ELECTED ON SUNDAY WILL STILL BE IN OFFICE IN 1970 WHEN EITHER COUNTRY CAN TERMINATE THE AGREEMENT WITH ONE YEAR'S NOTICE.

    WHILE THE RULING LIBERAL DEMOCRATS SUPPORT AUTOMATIC RENEWAL OF THE AGREEMENT, THE SOCIALISTS, WHO ADVOCATE UNARMED NEUTRALITY FOR JAPAN, DEMAND ITS ABOLITION. THE DEMOCRATIC SOCIALIST SUPPORT THE AGREEMENT IN PRINCIPLE BUT SAY AMERICAN TROOPS SHOULD BE STATION IN JAPAN ONLY IN CASE OF EMERGENCY. THE OTHER PARTIES ARE STRONGLY APPOSED TO THE AGREEMENT. THE ELECTION IS SEEN AS A TEST OF THE LEADERSHIP OF MR. EISAKU SATO, THE JAPANESE PRIME MINISTER.

    OTHER ELECTION ISSUES ARE JAPAN'S URBAN PROBLEMS, THE HOUSING PROBLEM ARISING FROM THE CONCENTRATION OF PEOPLE IN THE CITIES TO THE DETRIMENT OF RURAL AREAS, AND THE POPULATION PROBLEM IN GENERAL. THE NEW COUNCILLORS WILL BE ELECTED FOR SIX YEARS.
