    Southern Rhodesia's controversial Law and Order Bill - aimed to give the Government much tougher powers for controlling Africans - is in the news again.

    Sir Robert Tredgold, grand-nephew of famous missionary-explorer Dr. David Livingstone, recently resigned as Federal Chief Justice in protest against the Bill, and Nov. 5, addressing the local National Affairs Association in Salisbury, he said "If the Law and Order (Maintenance) Bill is needed in Southern Rhodesia, then it is time we packed our bags and left the country."
    He said the Bill appeared to be a complete negation of human rights, and the situation did not at present warrant such stern measures.

    Sir Robert has called for a National Government to meet the "very grave situation", but this idea received a serious setback Nov. 5 when the African National Democratic Party virtually refused to participate, and claimed the scheme did not have as its main and immediate objective the establishment of full democracy.

    Sir Robert's opponent in the dispute, Southern Rhodesian Premier Sir Edgar Whitehead, gave a Press conference Nov. 5 also in Salisbury. He said Sir Robert's plan did not constitute any threat whatsoever to his Government.

    Even if the Government resigned, he said, Sir Robert could not run the country with only a few Left- and Right-wingers to support him.

    He also said that members of the NDP would be invited to go to London for the talks on changes in the Federal constitution, and told his audience that local government for Africans in their own townships would be introduced in Southern Rhodesia for the first time under the New Government Bill.
