    MINISTERS OF THE SEVENTEEN-NATION COUNCIL OF EUROPE, AT THE END OF THEIR MEETINGS IN PARIS, SAY THEY WILL FOSTER CO-OPERATION BETWEEN WEST EUROPE AND NORTH AMERICA, LEADING TO AN ATLANTIC PARTNERSHIP.TODAY (SATURDAY) HAS ALSO SEEN PRIVATE MEETINGS BETWEEN THE MINISTERS.THE FOREIGN SECRETARY, MR BUTLER, SAW HIS FRENCH OPPOSITE NUMBER, MONSIEUR COUVE DE MURVILLE, FOR TALKS OVER LUNCH AT THE BRITISH EMBASSY.

    THEY ARE SAID TO HAVE DISCUSSED THE BRITISH AND FRENCH ATTITUDES TO EAST-WEST RELATIONS AND TO HAVE PREPARED THE GROUND FOR MONDAY'S NATO MEETINGS.NOT LONG AFTER THE TWO MEN HAD FINISHED THEIR TALKS THERE WERE MORE PRE-NATO DISCUSSIONS.THIS TIME, MR.BUTLER MET MONSIEUR COUVE DE MURVILLE AGAIN AND THE AMERICAN SECRETARY OF STATE, MR.DEAN RUSK.IT WAS THE FIRST WESTERN "BIG THREE" MEETING AT THIS LEVEL SINCE PRESIDENT KENNEDY'S ASSASSINATION.
