    Speaking in Cairo on Saturday, Mahmoud Riad, Secretary-General of the League of Arab States, called for unified Arab action to 'repel Israeli aggression'.

    Addressing the opening of the 58th session of the League Council, Mr. Riad said that whereas the lodging of complaints with the United Nations was an international necessity in denouncing what he described as 'Zionist attacks,' it was not the means of repelling them.

    He urged a joint Arab plan "for the liberation of the occupied Arab land before the aggressor strengthens his hold over it and launches a new expansionist aggression."
    At the session, which was opened by Egypt's new Foreign Minister Dr. Zayyat, Mr. Riad said that apart from stemming Israeli attacks, the Arab states faced a second important challenge....... to derive full potential from their countries in the way of natural and human resources.

    SYNOPSIS: In Cairo, delegates prepare for the fifty-eighth session of the Arab League Council. Among the first to arrive, Algerian Foreign Minister Moh El Shazly. Top of the agenda, of topics for debate, was Israel's attacks on Syria and Lebanon in retaliation to the killings by Arab commandos of eleven Israeli Olympic sportsmen.

    The council was opened by Dr. Zayyat, Egypt's new Foreign Minister.

    First major address of this year's Council came from Arab League Secretary-General Mahmoud Riad, who called for unified Arab action to check Israeli aggression. He told delegates that while an official complaint to the United Nations was necessary to denounce the attacks, Arab countries had to take direct joint action to prevent what he described as 'new expansionist aggression' from Israel.

    Mr. Riad said that apart from checking the Israeli attacks, Arab states faced another important Challenge......to make sure full potential was derived from their countries in terms of natural and human resources.
