KHRUSCHEV'S REJECTION OF THE WESTERN PROPOSAL TO STOP NUCLEAR WEAPON TESTS IN THE ATMOSPHERE.

    MR. CHARLES STELLE, THE AMERICAN REPRESENTATIVE, ACCUSED THE SOVIET UNION OF HYPOCRISY AND "ATOMIC BLACKMAIL". HE SAID THERE SHOULD BE NO FURTHER MEETINGS UNLESS RUSSIA PUT FORWARD CONSTRUCTIVE PROPOSALS FOR A TREATY THROUGH DIPLOMATIC CHANNELS.

    THE CONFERENCE WENT INTO RECESS FOR AN UNSPECIFIED PERIOD, AND THE ENTIRE IS NOW TO GO BEFORE THE UNITED NATIONS ASSEMBLY.
