    Background: Protesters from the environmentalist pressure group, Greenpeace, attempted to halt the dumping of radioactive waste off the Spanish coast on September 1 & 2. The Dutch ship, 'Scheldeborg', had been chartered by the Energy Research Centre in the Netherlands to dump 3,100 tonnes of radioactive waste into the Atlantic Ocean some 700 kilometres off Spain. The Greenpeace tactic was to position their inflatable dinghys under the barrels of waste as they were dropped over the ship's side and prevent them entering the sea. Among those on board the Greenpeace vessel 'Sirius' were a sympathetic Spanish mayor, Francisco Xavier Albalo, and the Spanish parliamentarian, Jose Basque Fous. They witnessed the protest during which 32-year-old Dutchman, Gijs Thieme narrowly escaped serious injury when his dinghy capsized in the attempt to catch the barrels of waste. The captain of the 'Scheldeborg' refused to continue dumping waste after this incident and the Greenpeace vessel eventually left Spanish waters, calling a halt to its protest. Earlier, a Dutch court failed to uphold an appeal to prevent the 'Sirius' entering the dumping area but agreed to levy a 250,000 dollar fine on the group if it made the dumping impossible. Greenpeace officials later denied their withdrawal from the area was linked to the fine.
