    THE UNITED ARAB REPUBLIC'S PRESIDENT NASSER TODAY (TUESDAY) INAUGURATED A NEW STEEL SHEET ROLLING MILL COSTING GBP70-MILLION STERLING (168-MILLION DOLLARS) AT A STEEL FACTORY AT HELWAN, 20 MILES (32 KMS) SOUTH OF CAIRO. THE MILL HAS TAKEN FOUR YEARS TO BUILD.

    THE OPENING CEREMONY WAS ATTENDED BY THE SOVIET AMBASSADOR IN CAIRO, MR. SERGEI VINOGRADOV.

    UNDER AN AGREEMENT SIGNED IN FEBRUARY, 1965. THE SOVIET UNION IS BELIEVED TO HAVE CONTRIBUTED ABOUT GBP32-MILLION STERLING (76.8 MILLION DOLLARS) IN FOREIGN EXCHANGE TOWARDS THE COST. THE RUSSIANS ALSO PROVIDED TECHNICAL ASSISTANCE.

    AFTER PRESIDENT NASSER CUT THE RIBBON TO OPEN THE PLANT, HE TOURED THE MILL'S VARIOUS SECTIONS. ACCOMPANIED BY MR. VINOGRADOV AND MEMBERS OF THE EXECUTIVE COMMITTEE OF EGYPT'S RULING ARAB SOCIALIST UNION.

    THE NEW PLANT INCLUDES TWO MAIN UNITS - ONE FOR COLD STEEL SHEET ROLLING, AND THE OTHER FOR HOT STEEL SHEET ROLLING.
