    Background: The massacre of at least 1,000 Moslem immigrants by Assamese tribesmen in north east India created severe problems of food and accommodation for the survivors. In the state capital, Gauhati, groups of dispirited Moslems tried to salvage what remained of their homes and possessions on February 22. Many of the refugees had to sleep in the open with no shelter from the wind and rain. The authorities gave each refugee a food issue of 250 grams (9 ounces) of rice and vegetables, but few survivors were able to retain even basic cooking utensils. In an effort to combat the growing problem, a government spokesman said each family was to be given a grant of 3,000 rupees (300 US dollars) to start a new life. Reuters reported that most people chose to stay near what remained of their homes. Streets were largely deserted because of fears of fresh outbreaks of violence. The killings started during state electrons when militant students and tribesmen attacked a string of villages with knives, swords and axes to protest about Moslem immigration. Mrs Gandhi's ruling Congress (I) Party took 65 of the 74 seats, but diplomatic observers said it was a hollow victory as thousands of Hindu voters boycotted the election.
