"The Strategic Arms Limitation Talks--SALT IV--recessed at Vienna on a positive note, owing to the agreement announced jointly by the United States and the USSR on March 20. This provides a framework within which we hope that the negotiations can be pursued more intensively to translated the understanding reached at the highest levels of both governments into concrete agreement."

Background: The leader of the United States negotiating team for the Strategic Arms Limitation Talks (SALT) with the Soviet Union, Mr. Gerard Smith, arrived in Helsinki on Monday (5 July) for the beginning of the fifth round of talks. Mr. Smith said at the airport that the Vienna talks had ended on a positive note, and the task now was to translate the political agreement announced in Washington and Moscow on March 20 into a treaty that could be signed and ratified.
After 18 months of stalemate in the talks President Nixon announced in March that agreement had been reached with the Soviet Union to "concentrate this year on working out an agreement for the limitation of the deployment of anti-ballistic missiles together with an agreement on certain measures with respect to the limitation on the offensive weapons issue."
