    FRANCE'S 14 PARTNERS ARE EXPECTED TO HOLD THEIR THIRD MEETING TOMORROW OR ON FRIDAY TO DISCUSS CONCERTED ACTION IN THE FACE OF THE NATO CRISIS.

    ONE OF THE FRENCH' DEMANDS COULD LEAD TO THE CLOSURE OF AMERICAN AND CANADA IN BASES IN FRANCE. WHEN PRESIDENT DE GAULLE FIRST CAME TO POWER THERE WERE 14 AMERICAN BASES IN FRANCE, NOW THERE ARE ONLY NINE LEFT AND ONLY FOUR OF THEM ARE ACTIVE.

BUILT TO ACCOMMODATE 5,000 MEN, THE AIRBASE NOW HAS ONLY A CARETAKER STAFF OF 160 AMERICAN SOLDIERS HELPED BY 250 FRENCHMEN. THE SOLDIERS BUSY THEMSELVES WITH MOWING LAWNS AND POLISHING VEHICLES IN THE HANGARS WHICH HAVE BEEN CONVERTED INTO GARAGES. ALTHOUGH THE COMPARATIVE AMOUNT OF WORK IS SMALL, THE AIRBASE COSTS 4 1/2 MILLION DOLLARS (ABOUT GBP2 MILLION) YEARLY TO MAINTAIN, FOR WHICH THE UNITED STATES PAYS.

    THE CLOSURE OF BASES LIKE THIS MAY HAVE THE SIDE EFFECT OF CAUSING SOME SERIOUS LOCAL ECONOMIC PROBLEMS. IF THE BASES GO, MORE THAN 18,000 FRENCH CIVILIANS WILL LOSE THEIR JOBS AND LOCAL BUSINESS WILL HAVE TO LOOK ELSEWHERE FOR CONTRACTS AND CONSUMERS. IT'S BEEN UNOFFICIALLY ESTIMATED THAT THE BASES SPEND 200 MILLION DOLLARS (ABOUT GBP71 MILLION) ANNUALLY IN LOCAL COMMUNITIES.
