    Background: The French Foreign Minster, M. Jean Sauvagnargues, arrived in Cairo on Thursday (19 December) at the start of a seven-day official visit. He was welcomed by the Egyptian Foreign Minister, Mr. Ismail Fahmi, at a news conference in the Egyptian capital.

    Speaking at a banquet given in his honour by Mr. Fahmi, M. Sauvangnargues said that any Middle East peace settlement should be based on the United Nations resolution 242, and take into account the Palestinians' right to a national existence.

    He also touched upon the proposed arab-European dialogues, and said that he hoped it wold soon enter a concerted phase and "create new channels through which exchanges will be multiplied in all domains between europe and the Arab world". The main obstacle to such a dialogue at the moment is the problem of whether the Palestine Liberation Organisation (PLO) should be invited to participate.
