    TANZANIAN PRESIDENT JULIUS NYERERE LEFT KAMPALA'S ENTEBBE AIRPORT FOR HOME LAST NIGHT (TUESDAY) AFTER SIGNING A TREATY FOR EAST AFRICAN CO-OPERATION. THE TWO OTHER SIGNATORIES TO THE TREATY WERE PRESIDENT MILTON OBOTE OF UGANDA AND PRESIDENT JOMO KENYATTA OF KENYA.

    THE TREATY FOR EAST AFRICAN CO-OPERATION WAS SIGNED AFTER A YEAR OF NEGOTIATION AND TWO DAYS OF FINAL TALKS. THE TREATY INCORPORATES THE PRESENT EAST AFRICAN COMMON MARKET AND THE PRESENT COMMON SERVICE ORGANISATIONS, POOLING RAILWAYS, POSTAL SERVICES, CIVIL AVIATION AND CUSTOMS.

    THE TREATY ALSO INCLUDES A TRANSFER TAX SYSTEM TO PROTECT ANY OF THE THREE COUNTRIES IN THE COMMON MARKET.

    A MINISTERIAL COMMISSION DRAFTED THE TREATY UNDER THE INDEPENDENT CHAIRMANSHIP OF DANISH ECONOMIST PROFESSOR KJELD PHILIP.

    YESTERDAY, PROFESSOR PHILIP COMMENTED: "I AM VERY PLEASED THAT WE MANAGED TO GET A POSITIVE RESULT.

    "I AM CERTAINLY SATISFIED WITH WHAT HAS BEEN ACHIEVED. THE TREATY WILL BE GREATLY THE ADVANTAGE OF THE THREE EAST AFRICAN COUNTRIES AND THEIR PEOPLES."
