    THE BRITISH COMMONWEALTH SECRETARY, MR GEORGE THOMSON, WHO IS ON AFRICAN TOUR AND CURRENTLY IN ZAMBIA, HAD A BRIEF MEETING WITH PRESIDENT BANDA OF MALAWI IN BLANTYRE LAST THURSDAY (NOVEMBER 2).

    THE PRESIDENT AND MR THOMSON HAD A ONE AND A HALF HOUR DISCUSSION ON THE RHODESIAN SITUATION BUT NEITHER WOULD COMMENT ON THEIR TALKS. THEY ALSO TALKED ABOUT BRITISH AID TO MALAWI. AT AN AIRPORT NEWS CONFERENCE, MR THOMPSON SAID THAT BRITAIN WOULD STAND BY THE PRINCIPLE OF "NO INDEPENDENCE BEFORE MAJORITY RULE" FOR RHODESIA UNTIL A SUBSTANTIAL AND GUARANTEED CHANGE WAS A APPARENT IN SALISBURY. HE SAID THAT IN THE EVENT OF SUCH A CHANGE, THE BRITISH PRIME MINISTER, MR WILSON, MIGHT BE PREPARED TO DISCUSS A MODIFICATION OF THE NUMBER PLEDGE WITH COMMONWEALTH COUNTRIES. BUT HE SAID THERE WAS NO EVIDENCE OF SUCH A CHANGE. THE COMMONWEALTH SECRETARY SAID THAT THERE WERE VERY STRONG FEELINGS ABOUT NIMBAR IN THE COMMONWEALTH COUNTRIES THAT HE HAD VISITED SO FAR. HE SAID HE HOPED THAT IT WOULD BE POSSIBLE TO FIND A JUST AND HONOURABLE SOLUTION TO THE RHODESIAN REBELLION "BUT IT HAS GOT TO BE ON THE BASIS OF THE PRINCIPLES WE LAID DOWN."
