    BRITAIN'S PRIME MINISTER, SIR ALEC DOUGLAS-HOME IS IN NIGERIA FOR DISCUSSION ON THE COMMONWEALTH IN THE MODERN WORLD.

    YESTERDAY (THURSDAY) THE FIRST FULL DAY OF THE THREE DAY VISIT, SIR ALEC HAD A SERIES OF DISCUSSIONS WITH NIGERIA'S PRIME MINISTER, SIR ABUBAKAR TAFAWA BALEWA, AT THE LATTER'S RESIDENCE. HE DROVE TO THE STATE HOUSE FOR A ONE HOUR MEETING WITH PRESIDENT AZIKWE, AND LATER TOURED LAGOS. DURING THE TOUR, HE CALLED AT THE PALACE OF THE OBA OF LAGOS, SIR ADENIJI ADELE, WHO IS PRESIDENT OF THE LAGOS CITY COUNCIL. HE WAS PRESENTED WITH A NIGERIAN NATIONAL CAP AND GOWN, WHICH HE DESCRIBED AS 'MARVELLOUS'.

    OBSERVERS REPORT THAT TALKS BETWEEN THE TWO PRIME MINISTERS, WHICH LASTED FOR 1 1/2 HOURS, WERE 'CORDIAL AND UNDERSTANDING'. DISCUSSIONS WERE ON A FRIENDLY BASIS BUT POINTS OF VIEW WERE PUT VERY FRANKLY. IN THEIR REVIEW OF A WORLD RANGE OF TOPICS THEY ARE BELIEVED TO HAVE TOUCHE ON SOUTHERN RHODESIA, SOUTH AFRICA AND MALAYSIA. THE POSSIBILITY OF A COMMONWEALTH PRIME MINISTERS' CONFERENCE IN THE MIDDLE OF THE YEAR WAS CONSIDERED, AND EMPHASIS PUT ON 'TRADE' RATHER THAN 'AID' FOR DEVELOPING COUNTRIES. DURING THE AFTERNOON WHEN SIR ALEC VISITED THE LAGOS UNIVERSITY TEACHING HOSPITAL, HE WAS GREETED BY STUDENT DEMONSTRATORS WAVING BANNERS READING: 'HOME GO HOME'.
