    THE PALACE WILL HOUSE THE EUROPEAN COURT WHICH THE COUNCIL OF EUROPE CREATED 10 YEARS AGO.

    THE COUNTRIES REPRESENTED WERE: AUSTRIA, BELGIUM, BRITAIN, CYPRUS, DENMARK, WEST GERMANY, FRANCE, GREECE, ICELAND, IRELAND, ITALY, LUXEMBOURG, THE NETHERLANDS, NORWAY, SWEDEN, SWITZERLAND, AND TURKEY - THE COUNCIL'S MEMBER STATES.

    A PARCHMENT, PLACED IN THE FOUNDATION STONE, SAID THE NEW PALACE WOULD HOUSE THE INSTITUTIONS CALLED UPON TO "ENSURE PRE-EMINENCE OF THE RIGHT AND SAFEGUARD THE ESSENTIAL FREEDOMS OF MAN."
    FRANCE, THE ONLY COUNTRY NOT TO HAVE RATIFIED THE EUROPEAN HUMAN RIGHTS CONVENTION, IS REPRESENTED ON THE EUROPEAN HUMAN RIGHTS COURT, BUT DOES NOT PARTICIPATE IN THE HUMAN RIGHTS COMMISSION WHICH HEARS CASES BEFORE THEY ARE DECLARED RECEIVABLE.
