    Palestinian commandos

    Palestinian commandos
    were yesterday (Monday) leaving Amman as part of a protocol agreement signed
    between the Jordanian Government and the palestine Liberation Organisation
    (PLO), under which all commandos must give up carrying arms and munitions in
    cities and populated areas unless specially authorised to do so by the PLO
    Central Committee; and all law-enforcing duties are handed back to Jordanian
    Security to operate under Arab truce officer observers.

    The Protocol agreement was signed by the two sides in September and October,
    following the bloody clashed between King Hussein's forces and the guerrillas.

    It is hoped that this agreement will open a new chapter in relation between the
    Government and the guerrillas. The deadline for the implementation of the
    provisions of the protocol was set at midday yesterday, to give the PLO Central
    Committee time to open offices in Amman and other Jordanian towns for the
    issuing of identity cards and passes to their members, and to fix number plates
    to their vehicles.

    In spite of one report which said that Military police had arrested three armed
    guerrillas during the course of the day for violation of the agreement, the
    general situation in Amman was clam and normal -- as joint patrols of Security
    men and Commandos patrolled the city under the vigilance of the Arab observers.
