Background: Japanese Prime Minister Eisaku Sato arrived at Naha, capital of Okinawa Islands at 10:00 a.m. to a tumultuous welcome from thousands of Okinawans lining at the airport ramp and declared the " postwar period will not over for Japan until Okinawa is returned to its home country "Japan". The Prime Minister and six Japanese Government, political and educational leaders were greeted at planeside by U.S. High Commissioner Lt. General Albert Watson II, U.S. Civil Administrator Gerald Warner and Chief Executive of the Ryukyus Seiho Matsuoka. Mr. Sato, first Japanese Prime Minister to visit Okinawa since the end of World War II, will tour Ryukyus for three days. A 19-gun salute was fired in honour of the visiting Premier by a U.S. Armed Forces unit. Mr. Sato mounted a specially constructed podium to hear welcoming address by Mr. Matsuoka and General Watson. The Ryukyu Chief Executive spelled out the complex problems faced by Okinawans from their unique situation in international politics and made a plea for more aid from both the U.S. and Japan. He expressed the hope that Mr. Sato's visit would strengthen the cooperation between the U.S. and Japan in helping to solve Okinawa's problems. In his remarks, General Watson stressed that Mr. Sato's visit is an ideal opportunity for all Okinawans to assert their Japanese citizenship. He called the Prime Minister's visit " firm proof of cooperation between our two countries. While Prime Minister's car parade to the government office in the streets of Naha, there were hundreds of demonstrators against his visit to Okinawa, however, heavy guard of Okinawa police prevented the demonstrators to reach his car.
