    STREETS IN THE WEST GERMAN CAPITAL OF BONN ARE FESTOONED WITH PLACARDS AS THE CAMPAIGN FOR THE COUNTRY'S GENERAL ELECTION ON SEPTEMBER 28 ENTERS ITS FINAL STAGE. THE ELECTION MIGHT WELL CAUSE A DRAMATIC CHANGE IN WEST GERMANY'S POWER STRUCTURE.

    A RECENT PUBLIC OPINION POLL SHOWS AN INCREASING SWING AMONG VOTERS TOWARDS THE SOCIAL DEMOCRATIC PARTY (S.P.D.).

    THIS POLL SUGGESTS THAT THE SOCIAL DEMOCRATS HAVE BUILT UP A LEAD OF NEARLY SEVEN PER CENT OVER THE CHRISTIAN DEMOCRATS (C.D.U.) AND ITS SISTER CHRISTIAN SOCIAL UNION PARTY (C.S.U.) -- WHICH TOGETHER DOMINATE THE PRESENT GRAND COALITION GOVERNMENT.

    THIS WOULD CREATE AN ENTIRELY NEW SITUATION IN WEST GERMAN POLITICAL HISTORY, WHICH HAS SO FAR BEEN DOMINATED BY AN UNBROKEN SERIES OF VICTORIES FOR THE CHRISTIAN DEMOCRATS.

    YESTERDAY, WEST GERMAN FINANCE MINISTER FRANZ-JOSEF STRAUSS CLAIMED THAT THE CHRISTIAN DEMOCRATS UNDER CHANCELLOR KURT GEORG KIESINGER WERE NOT FIGHTING THE ELECTION CAMPAIGN HARD ENOUGH.

    HERR STRAUSS LEADS THE CHRISTIAN SOCIAL UNION PARTY WHICH IS BASED IN BAVARIA.

    BUT HERR STRAUSS ADDED THAT HE BELIEVED THE ELECTION CAMPAIGN -- AT LEAST IN BAVARIA -- HAD LESSENED THE CHANCES OF THE EXTREME RIGHT-WING NATIONAL DEMOCRATS GETTING INTO PARLIAMENT.

    THE OPINION POLLS SUGGEST THAT THE MINORITY PARTIES CONTESTING THE ELECTIONS WILL RECEIVE RELATIVELY SMALL RETURNS.

    ONE RECENT SURVEY INDICATES THAT THE FREE DEMOCRATIC PARTY WILL RECEIVE ONLY 5.8 PER CENT OF THE VOTES, WITH 3.4 PER CENT GOING TO THE NATIONAL DEMOCRATS, AND 0.8 PER CENT TO THE REFUGEE PARTY. OTHER PARTIES, INCLUDING THE EXTREME LEFT, ARE ESTIMATED TO RECEIVE ONLY 2.1 PER CENT OF THE VOTES.
