    Background: INTRODUCTION: The third Islamic Summit Conference was due to begin in Taif, in Saudi Arabia, on Sunday (25 January), but hopes of getting Iran to attend and discuss ways of ending its war with Iraq seemed remote. Iran has repeatedly said it would not sit down at a conference table with Iraqi President, Saddam Hussein, who has said he would attend. Some 38 Islamic kings, presidents and heads of government were expected to take part in the meeting, which was expected to map out a proposed "Mecca Declaration", containing general political, economic and cultural goals. Islamic Foreign Ministers preparing for the Summit met in Taif on Wednesday (21 January). They decided to send a five-nation ministerial commission to Teheran in a bid to induce Iran to attend. The Conference Chairman, Saudi Arabian Foreign Minister, Prince Saud al-Faisal, told reporters after the meeting that the commission would fly to Teheran on Friday (23 January). He also announced that the ministers had referred the Gulf war issue to the Summit "in the expectation that Iran would be present".
