    ZAMBIA HAS TOLD THE UNITED NATIONS GENERAL ASSEMBLY THAT A DEADLINE SHOULD BE SET FOR THE WITHDRAWAL OF SOUTH AFRICAN ADMINISTRATION FROM SOUTH-WEST AFRICA, AND THAT ALL POLITICAL DETAINEES IN THE TERRITORY SHOULD BE RELEASED. THE ASSEMBLY IS SEEKING A WAY TO IMPLEMENT A RESOLUTION IT PASSED SIX MONTHS AGO WHICH WOULD MAKE SOUTH-WEST AFRICA THE DIRECT RESPONSIBILITY OF THE UN IN PLACE OF SOUTH AFRICA.

    MR. E. H. K. MUDENDA, THE ZAMBIAN MINISTER OF AGRICULTURE, MADE HIS CLAIMS AS PART OF A FOUR-POINT SCHEME FOR RESOLVING THE ISSUE OF SOUTH-WEST AFRICA. HIS OTHER TWO SUGGESTIONS WERE: ONE, THAT THE UN SHOULD ESTABLISH TRANSITIONAL MACHINERY FOR THE TERRITORY'S ADMINISTRATION; AND, TWO, THAT ALL MEMBER COUNTRIES SHOULD PLAY A ROLE WITHIN THE CHARTER. ZAMBIA COULD NOT, HE SAID, SUPPORT PROPOSALS PREVIOUSLY PUT FORWARD BY THE WESTERN DELEGATES, AS THESE WOULD SIMPLY ENGAGE THE ORGANISATION IN "FRUITLESS INVESTIGATIONS."
