    MR. B.E. TALBOYS, NEW ZEALAND'S MINISTER OF AGRICULTURE WAS IN GENEVA TODAY (MONDAY), TO ATTEND TO PLENARY SESSIONS OF THE UNITED NATIONS WORLD TRADE CONFERENCE.

    HE WAS ONE OF ELEVEN DELEGATES FROM COUNTRIES OFFICIALLY LISTED AS "DEVELOPING" WHO WERE DUE TO TAKE PART IN TODAY'S DEBATES. OTHERS INCLUDED REPRESENTATIVES OF SPAIN, GREECE, ETHIOPIA, TUNISIA, GABON, BURMA AND BOLIVIA.

    THE WORLD TRADE CONFERENCE WAS RESUMING ITS MEETINGS AFTER THE EASTER RECESS. MEETINGS BEGAN A WEEK AGO - AND SINCE THEN DELEGATES HAVE BEEN DISCUSSING APPEALS FROM UNDER-DEVELOPED STATES FOR A SHARE OF THE WEALTH OF AFFLUENT SOCIETIES.

    AN IMPORTANT SPEECH YESTERDAY WAS ONE BY SHEIKH ABDUL RAHMAN MOHAMMED BABU, ZANZIBAR'S FOREIGN AND TRADE MINISTER. THE MINISTER, WHO CAME TO OFFICE ONLY THREE MONTHS AGO IN THE COUP THAT OVERTHREW THE GOVERNMENT OF THE NEWLY-INDEPENDENT NATION, URGED THE FORMATION OF AN EAST AFRICAN COMMON MARKET. THIS, HE SAID, WAS THE MOST PROMISING WAY TO STIMULATE ECONOMIC DEVELOPMENT IN THE REGION.
