    Uruguay celebrated its 131st anniversary of independence on Wednesday (25 August) against a background of uncertainty - waiting for the announcement of the country's third government in as many months.

    SYNOPSIS: One of the many anniversary parades throughout the country took place in the southern province of Florida. The parade was outgoing President Alberto Demochelli's last major official engagement before he was due to hand over to new President Aparicio Mendez on Wednesday (1 September) Senor Demichelli took over in June when the Uruguayan armed forces ousted President Juan Maria Bordaberry because he objected to plans for a return to representative rule.

    The armed forces backed President Bordaberry when he came to power three years ago amid widespread activities by left wing Tupamaros urban guerrillas, but they said he was against political parties and the expression of the free will of the people through the polls. The new President designate, Senor Mendez, 72-year-old Conservative lawyer, is expected to serve for five years.

    At the end of Senor Mendez' five years of office the Colorado - Liberal party and the opposition Blanco-Conservative party will be allowed to choose a candidate of presidential elections. On Friday (26 August) Senor Mendez announced his cabinet, which has four changes from that under Senor Demichelli.
