    GIANNI MOTTA OF ITALY, ONE OF FIVE WORLD-CYCLING CHAMPIONSHIP STARS SUSPENDED BY THE INTERNATIONAL CYCLING UNION FOR REFUSING TO UNDERGO DOPE TESTS, YESTERDAY (FRIDAY) WON THE FIRST STAGE OF THE PARIS-LUXEMBOURG RACE TO TROYES. TEN INTERNATIONAL TEAMS WITH 80 CYCLISTS ARE COMPETING.

    MOTTA, FOURTH IN THE WORLD PROFESSIONAL ROAD CHAMPIONSHIP AT THE NUERBURGRING ON SUNDAY AND THE OTHER RIDERS TAKING THE FIRST FIVE PLACES REFUSED TO TAKE DOPE TESTS. THEY WERE SUSPENDED BY THE UNION FOR FROM ONE TO TWO MONTHS, BUT ARE APPEALING.

    THE RIDERS AWAITED OFFICIAL NOTIFICATION OF THE SUSPENSION ORDER WHILE PREPARING FOR THE START OF THE RACE AT NOGENT SUR MARNE, NEAR PARIS. RACE OFFICIALS AND RIDERS MET AT THE LOCAL TOWN HALL AND DECIDED TO GO ON WITH THE RACE WHEN NOTIFICATION DIDN'T COME THROUGH. EIGHTEEN MINUTES AFTER THE START, IT ARRIVED -- TOO LATE TO STOP THE RACE.

    THE OTHER SUSPENDED RIDERS ARE RUDI ALTIG OF WEST GERMANY, WINNER OF SUNDAY'S CHAMPIONSHIP; JACQUES ANQUETIL OF FRANCE, WHO WAS SECOND; RAYMOND POULIDOR OF FRANCE; THIRD; AND JEAN STABLINSKI OF FRANCE WHO WAS FIFTH.
