    BALOGUN: "As many delegations are already aware, the military in my country has already embarked upon an irrevocable, political and constitutional process, which will enable them to hand over power to the civilian population in 1979. Local elections were successfully undertaken as you know in December 1976 in preparation for government at a local and grass roots level. Elections into the Constituents' Assembly will be held in October of this year, to enable members of the Nigerian public to undertake a detailed examination of the new draft constitution. After the discussion and (indistinct) of this constitution, state and federal elections will be conducted in 1979, at the end of which the military would hand over power on October 1, 1979. Mr. Chairman in the economic and social fields they record of the federal, military government of the Federal Republic of Nigeria is unbeatable. The national development programme for 1975 to 1980 currently under implementation, the second world black and African festival of art and culture, the various social and economic measures undertaken within the above mentioned of our own development programme are all testimonies of the reserve of the Nigerian government, not only to accelerate the economic and social development of Nigeria but to ensure that in so doing, particular attention is focused on the problems of poverty, disparities in incomes and in levels and standards of living and in any qualities of opportunities within Nigerian society."
