    THERE WAS HEAVY POLLING IN KUWAIT YESTERDAY (WEDNESDAY) WHEN VOTERS WENT TO THE POLLS TO ELECT A NEW NATIONAL ASSEMBLY. IT WAS THE COUNTRY'S SECOND GENERAL ELECTION SINCE IT ADOPTED THE PARLIAMENTARY SYSTEM FOUR YEARS AGO.

    ABOUT 27,000 VOTERS -- OUT OF A POPULATION OF ABOUT 500,000 -- CAST THEIR BALLOTS FOR 225 CANDIDATES CONTESTING THE 50 SEATS IN THE NEW ASSEMBLY.

    POLLING WAS REPORTED CALM AND ORDERLY, BUT STRICT SECURITY MEASURES WERE TAKEN TO AVOID INCIDENTS.

    THE ISSUES AT STAKE WERE LARGELY LOCAL ONES. POLITICAL PARTIES ARE BANNED, SO THAT CANDIDATES STAND ON THEIR PERSONAL AND FAMILY HISTORIES RATHER THAN ON A PROGRAMME. THE CANDIDATES AT YESTERDAY'S ELECTIONS INCLUDED FIVE MINISTERS, FIVE JOURNALISTS, 61 MERCHANTS AND 42 FORMER DEPUTIES.
