    VISNEWS filmed Geneva June 16 as the four western Foreign Ministers met at US Secretary of State Herter's residence following a renewed approach to the Western Powers by Russia's Andrei Gromyko. Film shows the Ministers arriving.

    Christian Herter, Selwyn Lloyd (returned to Geneva June 15 after cabinet discussions in London), Couve de Murville and von Brentano spent three hours considering the position and completing the draft western proposals which had been prepared by their officials in the morning.

    The same evening these proposals were handed to Russian delegate Jakob Malik for transmission to Gromyko.

    Earlier in the day Gromyko unexpectedly asked to see Christian Herter to inquire what the position was on the western side. Gromyko reiterated Soviet determination to end the occupation regime in Berlin and did not indicate any change in the Russian outlook.

    British commentators continue to regard the western proposals as a last-minute effort to induce Gromyko to negotiate an interim agreement on Berlin. French and German observers tend to think that the proposals will be rejected by the Russians and that the Geneva conference may be "publicly buried" at a plenary session June 18.
