    TELECOMMUNICATIONS EXPERTS FROM SIX WEST AFRICAN COUNTRIES HAVE BEEN ATTENDING A CONFERENCE IN ABIDJAN TO DISCUSS FUTURE DEVELOPMENTS IN COMMUNICATION LINKS BETWEEN THEIR COUNTRIES AND WITH OTHER PARTS OF THE WORLD.

    THE MEETING, ORGANISED BY THE CONFERENCE OF POST AND TELECOMMUNICATIONS ADMINISTRATIONS OF THE WEST AFRICAN STATES ("CAPTEAO") OPENED ON JULY 15 AND ENDED ON JULY 18. NO COMMUNIQUE WAS ISSUED.

    IT WAS ATTENDED BY TELECOMMUNICATIONS EXPERTS FROM THE FIVE ENTENTE NATIONS -- IVORY COAST, UPPER VOLTA, NIGER, TOGO AND DAHOMEY -- WITH MALI. FRENCH EXPERTS ALSO ATTENDED, BUT REPRESENTATIVES EXPECTED FROM MAURETANIA AND SENEGAL DID NOT APPEAR.

    THE OBJECT OF THE CONFERENCE WAS TO STUDY THE TECHNICAL AND FINANCIAL PROBLEMS INVOLVED IN SETTING UP AT ABIDJAN A SECOND-CATEGORY INTERNATIONAL TRANSIT ZONE. UNDER THIS SCHEME ABIDJAN WOULD BE LINKED ON ONE HAND WITH THE FIRST CATEGORY ZONE CENTRED ON PARIS, ON THE OTHER HAND WITH THIRD CATEGORY CENTRES IN ACCRA, BAMAKO, COTONOU, LOME, MONROVIA, NIAMEY AND OUAGADOUGOU. FURTHER CIRCUITS COULD BE ADDED LATER TO LINK ABIDJAN WITH NEW YORK AND LONDON, AS WELL AS WITH OTHER SECOND AND THIRD CATEGORY ZONES IN AFRICA.

    THE FIRST SPEAKER, CAPTEAO SECRETARY-GENERAL MANADOZ SIMPOREN, IS UPPER VOLTA'S DIRECTOR-GENERAL OF POSTS AND TELECOMMUNICATIONS. HE THANKED IVORY COAST FOR BEING HOST TO THE CONFERENCE AND EXPLAINED THE LACK OF A COMMUNIQUE, SAYING THAT THERE WAS MORE WORK TO BE DONE AT A CONFERENCE TO BE HELD IN BANAKO.

    THE SECOND SPEAKER IS ETIENNE KOUADIO KAN, OF THE I-C MINISTRY OF POSTS AND TELECOMMUNICATIONS, REPRESENTING THE MINISTER, SOULEYMAN CISSOKO. HE THANKED DELEGATES FOR ATTENDING AND POINTED OUT THAT THE IVORY COAST HAD MADE ITS POSITION CLEAR. HE HOPED MORE CONSTRUCTIVE TALKS WOULD BE HELD IN BAMAKO.

    IT IS UNDERSTOOD THAT THE MAIN STUMBLING-BLOCK IS OVER THE FINANCING OF THE PROJECT. THE BULK OF THE COST IS LIKELY TO FALL ON THE IVORY COAST, WHICH AS A RESULT FEELS ENTITLED TO SET TOUGH TERMS FOR THE OTHER COUNTRIES PARTICIPATING IN THE SCHEME.
