    RACIAL VIOLENCE MARRED EASTER SUNDAY IN BIRMINGHAM, ALABAMA, IN THE HEART OF AMERICA'S DEEP SOUTH. NEGROES HURLED STONES AT POLICEMEN -- THE CITY'S FORCE IS ALL-WHITE. POLICE HAD TO USE FORCE AS THEY TRIED TO CHECK A CROWD OF 2,000. MORE THAN A DOZEN NEGROES WERE ARRESTED AND NO ONE WAS SERIOUSLY INJURED.

    THE INCIDENT WAS REGARDED AS THE MOST SERIOUS IN THE 12-DAY-OLD CAMPAIGN AGAINST SEGREGATION IN THE CITY. BIRMINGHAM, A STEEL-PRODUCING CITY OF 340,000 PEOPLE, HAD FOR YEARS BEEN TORN BY RACIAL HATRED. SUNDAY'S CLASHED OCCURRED IN THE CENTRAL OF A LARGE NEGRO SECTION OF THE CITY AFTER NEGROES PROTESTED AGAINST THE ARREST OF SEVERAL LEADERS WHO HAD BEEN MARCHING ON BIRMINGHAM JAIL.

    IT WAS AT A CHURCH THAT THE DEMONSTRATION BEGAN. AFTER A MONEY COLLECTION TO FIGHT SEGREGATION HAD BEEN TAKEN, THE MARCH BEGAN. ONE OF THE TWO MINISTERS LEADING THE PROCESSION WAS THE REV. A.E.KING, BROTHER OF THE REV. DR MARTIN LUTHER KING JR., FOREMOST INTEGRATIONIST LEADER IN AMERICA WHO HAS BEEN IN BIRMINGHAM JAIL SINCE FRIDAY. HE WAS ARRESTED FOR LEADING A SIMILAR MARCH.

    IN WASHINGTON, THE FEDERAL JUSTICE DEPARTMENT SAID ON SUNDAY IT WAS KEEPING A CLOSE WATCH ON THE TENSE SITUATION IN BIRMINGHAM, BUT "IT HAS NO POWER TO TAKE LEGAL ACTION TO INTERVENE." THE DEPARTMENT ADDED THERE WERE NO GROUNDS FOR ITS INVOLVEMENT "AS THE SITUATION NOW STANDS".
