    DR. KAUNDA WAS SPEAKING AT A NATIONAL RALLY, OPENING THREE-DAYS OF CELEBRATIONS MARKING ZAMBIA'S THIRD ANNIVERSARY OF INDEPENDENCE.

    IN HIS LONG ADDRESS THE ZAMBIAN PRESIDENT ACCUSED SOUTH AFRICA OF ESTABLISHING MILITARY BASES ON HER NORTHERN BORDERS WITH AFRICAN NATIONS, AND CHALLENGED PRESIDENT VORSTER OF SOUTH AFRICA TO DENY THAT SOUTH AFRICAN POLICE AND TROOPS HAD FREQUENTLY ENTERED ZAMBIA BY HELICOPTER.

    PRESIDENT KAUNDA REFERRED TO THE PRESENCE OF SOUTH AFRICAN SECURITY FORCES IN RHODESIA, AND DESCRIBED THIS AS AN 'INVASION'. WITHOUT SOUTH AFRICA'S ASSISTANCE, HE ALLEGED, RHODESIA WOULD NOT HAVE BEEN IN A POSITION TO ILLEGALLY DECLARE INDEPENDENCE.
